You need to pass the 70-630: TS:Microsoft Office SharePoint Server 2007, Configuring exam to get MCTS: Microsoft Office SharePoint Server 2007, Configuration certification.

MCTS: Microsoft Windows SharePoint Services 3.0, Application Development is designed for the developer who builds applications that use Windows SharePoint Services 3.0. You need to pass the 70-541 TS: Microsoft Windows SharePoint Services 3.0 – Application Development exam to get MCTS certification in Microsoft Windows SharePoint Services 3.0, Application Development.

MCTS: Microsoft Windows SharePoint Services 3.0, Configuration is the last certification in this list but the Exam 70-631 which was required for this certifcation has been retired on 31st March 2011. Any replacement for this exam has not been declared yet by Microsoft.
