What is unquiesced state?

An unquiesced state is a state in which non-DBA transactions are processed normally. If any non-DBA transaction was queued up after issuing the ALTER SYSTEM QUIESCE RESTRICTED statement, then it can resume normal execution in the unquiesced state. To return a database into normal (unquiesced) state, the following statement is issued:

ALTER SYSTEM UNQUIESCE;

It is not necessary that the above statement be issued from the same session or instance that set the database into the quiesced state.
