What is process spinning and sleeping?

If a willing-to-wait latch is not available immediately, the process spins (waits) for the latch up to the limit specified by the spin_count initialization parameter. Upon reaching the limit specified by spin_count, the process tries again for the latch. If it fails this time, it goes to sleep for a time period that is operating system dependent. After completing the duration of sleep time, the process tries again. If it fails to acquire the latch this time, it goes to sleep twice as long as the last time. The sleeping period increases in this manner each time such a failure occurs.
