Machine policy is a level of .NET Framework security, which holds most of the default security policy. It is used when a computer is not on a network or on a network without a domain controller, or when a computer serves a unique function. All machine and domain administrators can administer the machine policy. Machine policy is at the second level, below the enterprise policy level, of the security policy hierarchy. Administrators can use the machine policy to exclude modifications from the user level but not from the enterprise level.
