In Windows XP Professional, what is the use of FilterKeys?

FilterKeys, a feature of Windows XP, allows a user to configure the keyboard repeat rate. The keyboard repeat rate is a rate at which a key continuously held down repeats the keystroke. This option is either enabled or disabled. A user can also configure the FilterKeys in different ways in the Settings For FilterKeys dialog box. By default, FilterKeys is enabled when a user holds down the RIGHT SHIFT key for eight seconds continuously.
