In Windows Vista, the difference between standard user and administrator lies between the level of access over core protected areas of a computer. A standard user is not allowed to write to the system root (C:\Windows) or to the most areas of registry but an administrator is allowed to do so.
An Administrator has right to configure firewall, install an ActiveX control, configure parental controls, etc. A user can perform these tasks only if he can provide administrative credentials.
