Enterprise policy is a level of .NET Framework security, which affects every user and computer on the network. Only enterprise or domain administrators can administer the enterprise policy. Administrators use the enterprise policy to ensure that every person, in an enterprise, using an application receives sufficient permission to execute the application. Enterprise policy is the top most policy in the hierarchy of security policy levels. The common language runtime (CLR) starts evaluating from this policy when computing permission grants. Administrators add the LevelFinal attribute to a code group on this policy level to exclude the lower policy levels from making policy changes.
