An EFS recovery agent is a user account that allows users other than the owner of the protected file to recover the encrypted data. To grant a user account the recovery agent rights, an administrator first generates a recovery agent certificate. This certificate grants permission to a user account to access the encrypted resource. An administrator must create a recovery agent certificate before the encryption of a resource to allow the user account to access this resource. If the recovery agent certificate is created after the encryption of the resource, then the resource cannot be accessed.
