WINDOWS_PRIORITY is a parameter for the CREATE_WINDOW procedure. It is used to determine the priority of two windows. The two values for this parameter are HIGH and LOW. A window with the HIGH value for the WINDOWS_PRIORITY parameter will have precedence.
