What is Starter GPO?

Starter GPO is a group policy object (GPO) that is used as a template for creating new GPOs. Administrators use it to configure baseline settings and to copy them quickly and accurately afterwards while creating a new GPO. The Starter GPO can only contain settings for user or computer Administrative Templates. It does not store Software Settings or Windows Settings.
