Take the following steps to provide the required permission for issuing Key Recovery Agent certificates:
- Run the Certification Authority snap-in through Start > Administrative Tools > Certification Authority.

- Right-click on the CA server node, and choose Properties. It will open the properties box.

- Click the Security tab.

- Add the group by clicking the Add button.

- Select the Allow - Issue and Manage Certificates, and click the Apply button.
